Dr Harrison Carter

Clinical Fellow, NHS England and NHS Improvement

Harrison Carter is a clinical fellow at NHS England and Improvement. He was previously an Academic Foundation Doctor in Nephrology at Guy’s and St Thomas’ NHS Foundation Trust where he was awarded a South Thames’ Foundation School Award for Clinical Excellence and studied Medicine at Bristol University where his intercalated degree won Kidney Research UK’s Intercalated Degree Award. He completed an MPH at Downing College, Cambridge as a Newton Downing Masters Scholar and was a Lister Fellow Student at Oxford University. He also won full scholarships to study the planning of health screening programmes and public health genetics at the Erasmus University, Rotterdam and the University of North Carolina, Chapel Hill.

Harrison was a finalist in the international emerging clinical leader’s award of the American Society for Nutrition and is co-principal investigator on a large health policy intervention project which was awarded first prize up against competition from 23 different countries. He was a non-executive director at the British Medical Association between 2013/2014 and a member of the organisation’s principal executive committee. He was part of the team that oversaw the multi-billion pound junior doctor contract negotiations in 2019 and acted as a key spokesperson with hundreds of national and international press pieces published on a wide range of topics to represent over 150,000 doctors and medical students.

With a major interest in health policy and healthcare reform he was appointed to the UK Secretary of State’s Medical Expansion Panel which was responsible for creating 5 new medical schools and contributed to a major King’s Fund report edited by Barack Obama’s former healthcare reform advisor, Don Berwick. He was also a member of multiple foundation programme review boards.

During covid-19 he worked clinically in Emergency Medicine at St Thomas’ Hospital and was also a member of the NNEdPro COVID-19 taskforce advising on policy outreach.

Harrison has a longstanding interest in the interface between healthcare and health policy and the way in which doctors and other healthcare staff can positively influence the direction of healthcare as advocates and experts within their profession.
